The University Senate is a governing body and an effective executive body, consisting of representatives from university units, associate members, and the University Student Council.

Senate members are elected by secret ballot by the dean's board or the institute board. University senate members are elected for three-year of period.

Rectors and vice-rectors are members of the Senate by their positions, without the right to participate in decision-making processes and to be elected as senate presidents.

The duty term  of office of the members of the Senate, is three years, with one more election right. The period of student representatives is one year without the right to be re-elected. In case of three consecutive unexcused absences, a procedure may be initiated for the dismissal of a member of the Senate elected by the President of the Senate. The dismissal is decided by the Senate by majority vote. In case of dismissal of the elected member of the Senate, the proposal for a new member of the Senate is notified to the teaching-science council. The meeting and work of the Senate is regulated in more detail by the Senate Bylaws.

University Senate:

1. Accepts the bylaws of the university and approves the bylaws of the faculty,

2. Decides teaching, scientific, artistic and highly professional (hands-on) activity,

3. Approves the compliance of the education programs of the faculties and scientific institutes within the scope of higher education activities with the law,

4. Decides on the establishment and dissolution of internal organizational units, organizations and companies,

5. Approves the legality of the Statute changes,

6. Expresses opinion on the termination or transformation of the educational units of the university,

7. Adopts the annual and three-year program for the development and operation of the university,

8. Gives opinion and submıts proposals to the Program for higher education activity and gives an opinion on the annual program for the development of units,

9. Adopts the annual report submitted by the Rector on the University's work,

10. Adopts the development/investment program of the university,

11. Selects the university selection commission,

12. Makes a final decision, taking into account the board's recommendation to suspend the term of office of the Dean or the Director of the Institute,

13. Approves the election of the Dean or Institute Director,

14. The academic title of honorary doctor of science (doctor honoris causa) decides to confer the title of honorary professor (professor honoris causa) of the university;

15.Adopts a rulebook on the selection and election conditions and procedure regarding the determination, implementation and entry into force of academic titles,

16. Adopts the education and training relebook of undergraduate, graduate and doctoral programs,

17. Adopts a Rulebook on the Principles of Transfer of Credits between the University's programs, double major, minor and Inter-institutional Credit Transfer,

18. Adopts a Rulebook on the conditions and procedure regarding the issuance of diplomas, diploma supplements and other documents for those who have successfully completed their higher education, and the withdrawal of the given diploma,

19. Adopts a Rulebook on how to carry out professional-management activities that concern the mutual interests of the units of the university,

20. Adopts a Rulebook of publishing activity and decides on publishing activity,

21. Adopts a program for international cooperation,

22. Elects and dismisses the Secretary General of the University upon the proposal of the Rector,

23. Establishes the self-evaluation commission of the university and elects its members,

24. Adopts the working rules of the Senate,

25. Takes measures to raise and protect the standards of students and employees,

26. Elects the President of the Senate,

27. Adopts bylaws regulating the work of the career center of the university,

28. Elects a vice rector in according with law,

29. When necessary, elects the person authorized to receive an "irregularity" report from university professors,

30. Adopts the Guidelines for the self-assessment and quality assurance and evaluation of the university and its academic units, in accordance with the Rulebook on self-evaluation and external evaluation standards and procedure adopted by the National Council of Higher Education,

31. Elects a student ombudsman upon the proposal of the University Student Council,

32. Adopts a program aimed at adapting to technology and/or the field of education in order to provide access to higher education for people with disabilities and,

33. Performs other activities determined by the law and university statutes.

President of the Senate

Senate work is chaired by the President of the Senate. The President of the Senate is elected from among the senators by secret ballot for one year and by secret ballot for a total of 2 years with the right to be elected once again. The election of the President of the Senate can be decided by the presence of at least 2/3 of the total number of members of the Senate and the majority of the current members. Every member of the Senate has the right to nominate the President of the Senate. If the president is not elected in the first round, the vote is repeated so that the person with the fewest votes in each subsequent round is eliminated. If no one gets the required majority of votes, another person, ie other people, is proposed and the process is repeated.

The President of the Senate convenes  the sessions of the Senate. The President of the Senate must convene the Senate at the request of at least one-fifth of the members of the Senate or the Rector.

The mandate of the President of the Senate ends before the expiry of the term for which he is elected, in case of non-compliance with the law and the statutory nature of the work of the Senate. The process of dismissal before the end of the term of office is decided by the Senate in accordance with the procedures and principles regarding his election.
